By using different voltages between the display and address electrodes, the air inside the tube will change to a plasma state and emit electrons that try to leave the tube and get past the phosphors covering the tube ends.
Once electrons impact the phosphors, they will generate a specific color depending on the component colors they activate. The picture below shows only one sub-pixel in a plasma TV. Actually, they require three sub-pixels per pixel to create all varieties of color.
